Ba'al has carved himself quite a neat little corner in the city of Bete Noire. His two major holdings include the sex shop (Ba'alzebub's) and his mansion.

For the purposes of paper work, Ba'al has his 'human' name set up as Hannibal Hadad and his female host was set up as Ada Hadad. On paper, they are listed as father and daughter.

Ba'alzebub's
It is a high class sex shop and a pun on his name, which Ba'al finds endlessly amusing. The sex shop itself lends itself toward BDSM as its main focus but it also caters to the less risque of Bete Noire's populace. It caries a wide selection of sex toys, fetish clothing, BDSM gear ranging from light to extreme, and adult literature.
Ba'al started the business as front. It provides a cover for the services he provides to the local underworld: torture, interrogation and brainwashing.
Of course, it also helps that Ba'al has gained a keen interest in the line between pain and pleasure. The shop provides an outlet and a distraction from his other actives.
The shop itself contains the show room, Ba'al's office, a stock room and several private themed rooms available for rent.

Ba'al's Mansion
The mansion was mysteriously acquired not long after Ba'al's entrance into the city. He charmed his way into the heart of an old woman who owned it. After laying it on quite thick, she soon put him down as beneficiary in her will. Later, the woman disappeared during the course of a blizzard. She was later declared dead and Ba'al made himself quite at home. This occurred before the formation of the new police department and was never investigated.
The mansion itself is quite lavish and has been built on to since Ba'al acquired it.

Other property
Ba'al also has a small collection of safe houses throughout the city. Most are underground and small. He put them in place in case he ever had need to hide.

In Bete Noire, Ba'al returned to his old ways of cloning himself. He started the process soon after entering the city. However, his plans were side tracked when a flood washed through the city. The flood took out the holding tanks for the majority of his clones and washed them into the water supply, as a result, a number of people were accidentally implanted with symbiotes. The two most notable PC hosts were Benjamin and Dr. Rush.

Ba'al was able to successfully clean up most of the stray clones but a good portion of them now live in the city's harbor. Many have taken on hosts in the local sea creatures and are merely biding their time until they can secure better hosts.

It also seems that Ba'al may have cloned his host as well, if only for the fact that Ba'al does seem to be in more than one place at a time.

It is still possible to be accidentally implanted with a clone. Many still live in the waters around the city and Ba'al still maintains a large supply. Of the clones, there are three main types:

Perfect Clones - They are identical to Ba'al in every way, in both mind and body. This perfection comes at a price, these clones have a severally shortened life span. Their shortened lifespan is largely due to the inferior equipment and methods he was forced to use.
Being identical to Ba'al, they can completely and utterly take over a host's mind at will. Their presence does offer the goa'uld healing abilities to the host
Flawed Clones - These clones lack the majority of Ba'al's knowledge. They are mentally unstable and not as adept at taking over minds. Those with these clones will find they can retake control of their body if they have the mental discipline.
Immature Clones - It's unlikely that the people with these clones inside them don't even know it. They will suffer from 'blackouts' when the clone takes control. They'll wake in strange places and in strange positions. These clones can grow into either perfect clones or flawed clones.

Bete Noire is the city of sin. It drives you toward sin upon entrance into the city. Ba'al was already at the far end of the spectrum for traditional forms of sin which leaves little left to explore... except what Goa'uld consider sins. Put simply, Ba'al's sin is becoming human. Prior to his entrance into the city he had already started to become more human in his way of thinking. From a Goa'uld perspective lowering yourself to a human level is not only a sin but degrading. Thinking of humans as equals is likewise a sin. Thinking of them as anything but mindless masses to be taken advantage of is unheard of.
The city is making him nice, a fact Ba'al hates. He has been fighting that urge for months. He's allowed himself some small outlets for this 'niceness' in a few choice people(Inara, Colonel Young and Needy, mainly.) who has deemed worthy or at least not likely to spread the word of his new found weakness of humanity.
Despite the city slowly pulling him toward everything a Goa'uld is not supposed to be, Ba'al still maintains as much of his ruthless tenancies as he can afford. Likewise, his version of caring can be utterly terrifying. He will hurt people he likes simply to be the one to heal them. He can be over-protective to a smothering point. He is most definitely not someone you want to cross if you mess with what he has deemed as his.

Ba'al is keenly aware of the affect the city has been having on him. He's been striving to control it and override it but some guilty little part of him likes the changes. His ego likes being viewed as a heroic presence now and then.

Make no mistake, Ba'al is still dangerous and will lash out if he feels he's been slighted.

Way back when Ba'al got his ass handed him by the underworld crime lords of Bete Noire. We got to meet his host! His host and his relationship with him is completely headcanon on my part. There is nothing in canon that says how he feels about his host. Or how his host feels about being his host.

Anyway, due to their injuries, Ba'al was forced to put all his energies into keeping them alive. He let his host take the wheel to get them help. Since then, I've expanded on his host and their relationship.

My headcanon for his host and where he came from. His host was formerly his lo'taur(most trusted human slave). These slaves are trained from birth to serve. In canon, one of his lo'taurs expresses knowledge that the Goa'uld are not Gods and it was his wish to one day become a host. I've expanded on this idea. I decided to add my own little touch to it.

So, I have it as: Ba'al's host was not just his lo'taur but he was also his lover. When Ba'al's former host became too wounded to heal on his own and it was uncertain if the sarcophagus would heal him, his lo'taur insisted Ba'al take him as a host instead. He passed from one host into the next via the mouth. That left no entry scar on his neck.

Another bit of headcanon I have with Ba'al and his hosts. I figured it would be neat if Ba'al's very first host was an accident. If he broke into the place where the symbiotes were kept and stole one. With the idea that implanting himself with a 'God' would make him powerful. The only way a human of that time period could become powerful.

Anyway. Due to the effect Bete Noire is having on Ba'al. His host has become more and more pronounced. Ba'al has become more willing to allow him to emerge.

As their relationship continues to develop I feel it's necessary to offer some explanation. Especially for those who weren't around when it started.

Ba'al had decided to open a Sex Shop in Bete Noire. (A supplement to his income of working for the underworld figures of the city. A stepping stone on his way of taking over the the city.) Needless to say, this act caught the attention of a few people. Young was instantly suspicious. Not long after that, Young broke into Ba'al's shop in an attempt to discover what he was really up to. Ba'al caught him. It had been awhile since Ba'al had gotten to torture or mess with anyone and here he had this unconscious Colonel in his shop. Thus Ba'al decided to have a little fun.
As it turned out, Young really needed it. It turned into an entertaining evening for Ba'al. Young was nothing more than an interesting play thing to Ba'al.

Some time later, Young was after information about the various underworld crime lords. Ba'al just so happened to have that information. They cut a deal. Ba'al would give him detailed files on all the crime lords in exchange for two days of Young's time. Willing playthings were much more fun after all.
It was during that two days that things started to change between them. At first, things went as expected. Then while in the midst of some 'playful stabbing' and light interrogation... Young admitted to both himself and to Ba'al, that he was there be caused he wanted it. That he wanted Ba'al.
Naturally, that peaked Ba'al's interest. Humans from the SGC are not in the habit of saying those kinds of things. It was something he would expect from a slave or someone who believed he was a god.
It turned into a very intense two days for the both of them. Ba'al became increasingly fascinated by what he could get Young to do without prompting. By the middle of the next day, Ba'al offered a proposal. Young's help in preventing Ba'al's death should any of his plans fail, in exchange for free access to said plans. Young refused.
Undeterred Ba'al moved on to a small gamble. He allowed Young to do whatever he wanted to him for the remainder of the time allowed. To prove that Young didn't want him dead. It worked.

They parted ways after that. The crime lords found out that Ba'al had leaked information and went after him. Ba'al was badly tortured. Both host and symbiote. Ba'al refused to tell them who he leaked the information to.

A flood in the city released Ba'al's goa'uld clones into the water supply. Said clones found their way into a number of people within the city, including Nicholas Rush. When Young confronted Ba'al about his plans and demanded to know what he was up to, Ba'al refused to tell him unless his prior proposal was agreed to. Young agreed. But then things got complicated. Things got further complicated while Ba'al, Young and Nicki Rush were under the influence of 'Lust,' a byproduct of the city regenerating. Ba'al was remarkably off-balance during the whole affair. This resulted in a strange encounter between them that Ba'al remains steadfastly in denial over.

The next time Ba'al and Young met up, it was under the pretense of a debt. The debt in question was when Ba'al had healed a serious injury on Rush at the request of Young. During that encounter, Ba'al recognized he felt an attachment toward Young, and that it could be a problem for the both of them. Ba'al believed their relationship, whatever it was, should remain a secret as Ba'al couldn't afford to have attachments that could be used against him.

Currently, Ba'al recognizes that his attachment toward Colonel Young is making him weak. He has yet to decide what he's going to do about it.

Ada is a female host that Ba'al sometimes inhabits. Her real name is unknown and no one really knows where she came from. It's possible she is a female version of his male host or simply some woman he hired.

In any event. When Ba'al is in Ada, 'he' uses her to get into places that he couldn't as Ba'al. His ultimate goal is to use her to get close to the Magistrate and implant himself in him. But first, he has to build up a reputation as Ada. Only a hand-full of people can tell she even has a symbiote and fewer still who would know it was Ba'al.

Currently. He splits his time as evenly as possible between his two hosts. He's living a double life and it's only a matter of time before it all comes crashing down.

EDIT

Ba'al needed to be two places at once, so he used one of his clones and put it inside Ada. The plan would have gone great but for two key factors... First, the clone he used was from the original batch he created months ago, thus it hasn't been changed by the city nearly as much as the real Ba'al has. Second, Ba'al was in a bad place in the aftermath and easy pickings, per Goa'uld society, the strong take advantage of the weak. The original plan was for her to take his place should he die permanently. But now with a taste of both freedom and power she doesn't want to give it back. She views Ba'al as weak and unworthy to have what he possesses.

In short, Ada desires all which Ba'al has. This includes people. She wants to replace him. Plot post.

Currently, Ada is still on the lose thought efforts are being made to subdue her.
